FLAKA XHELILI ZEKAJ
Managing Attorney & Founder
Flaka Xhelili Zekaj founded FXZ Law in 2025 to give clients direct access to the same high-level regulatory strategy, speed, and certainty that modernized Kosovo’s justice and financial systems.
As one of the principal architects of Kosovo’s post-independence judicial modernization and innovation, Ms. Xhelili Zekaj led USAID-funded programs exceeding $30 million that introduced e-filing, e-bankruptcy, online hearings, and user case-tracking dashboards—reforms that dramatically increased speed, transparency, and predictability for commercial disputes and investments.
Before establishing FXZ Law, she served as a senior rule of law expert at the United States Agency for International Development. In her position as a Senior Legal Advisor at the Kosovo Ministry of Justice, Ms. Xhelili Zekaj focused on legal reform and international cooperation, harmonizing national laws with EU and international law, drafting bilateral agreements, and dealing with extradition, transfer of criminal proceedings and sentenced persons, and international child abduction cases. A seconded fellowship at Portugal’s Ministry of Justice and training at the U.S. Federal Executive Institute further sharpened her cross-border perspective.
Her contributions have earned rare distinctions: USAID Global Justice Innovator (2024), Rule of Law IDEAS CoLab Influencer, and four U.S. Department of State Meritorious Honor Awards.
Ms. Xhelili Zekaj holds an LL.M. in European Law and Governance from the University of Manchester. She is a licensed attorney with the Kosovo Bar Association, a certified arbitrator (AmCham Kosovo), a member of the American Bar Association. She is fluent in Albanian and English with proficiency in Serbian and Spanish.
